One of the massive organizations dealing with Development is the UNDP - United Nations Development Programme. In 2013, the total UNDP budget was about US$ 5 billion (source), which really doesn't seem like a lot.
In February 2014, UNDP published a document titled "UNDP Knowledge Management Strategy 2014-2017".
Here is a quote from the document, about knowledge networking (p 7):
Even though Communities of Practices significantly contributed to open sharing across regional silos, flattening hierarchies and increasing knowledge flows among professional peers, the fact that they were directly aligned with thematic business units also nurtured the emergence of new thematic silos which often prevent cross-practice sharing and inter-disciplinary work across business units.
